Supreme Court directs Centre to find a solution to stop political parties from giving freebies during elections. Court posts the matter for further hearing on August 3.
The Supreme Court on Tuesday heard a plea seeking direction to seize the symbol or deregister a party that promises or distributes “irrational freebies” before polls and a separate petition of the Aam Aadmi Party challenging postponement of MCD polls on grounds of delimitation of wards in the national capital.
A bench headed by CJI N V Ramana on January 25 had issued notices to the Centre and the poll panel on the PIL of lawyer and BJP leader Ashwini Upadhyay seeking action against political parties for the irrational freebies.
What are Freebies?
- Political parties promise to offer free electricity/water supply, monthly allowance to unemployed, daily wage workers and women as well as gadgets like laptops, smartphones etc. in order to secure the vote of the people.
- The states have become habituated to giving freebies, be it in the form of loan waivers or free electricity, cycles, laptops, TV sets and so on.
- Certain kinds of expenditure that are done under populist pressures or with elections in mind may be questionable.
- But given that in the last 30 years there has been rising inequality some kind of relief to the population in the form of subsidies may not be unjustified but actually necessary for the economy to continue on its growth path.

2 Ranil Wickremesinghe New president of Srilanka got letter by PM modi
Prime Minister Narendra Modi has sent a congratulatory letter to Ranil Wickremesinghe after the latter got elected as the new president of Sri Lanka, reiterating that New Delhi will continue to back the island nation’s efforts for stability and economic recovery, the Indian mission in Colombo informed on Tuesday.
India’s high commissioner to Sri Lanka, Gopal Baglay, on Tuesday handed over humanitarian aid worth more than Sri Lankan ₹3.4 billion ($9.4 million), donated by the government of Tamil Nadu, and met Prime Minister Dinesh Gunawardena as part of the Indian outreach towards the new leadership in Colombo.
“PM @narendramodi sent a congratulatory letter to H.E. President @RW_UNP on his election. PM reiterated that [India] will continue to be supportive of the quest of the people of [Sri Lanka] for stability and economic recovery, through established democratic means, institutions and constitutional framework,” the Indian high commission said in a series of tweets.
The letter also stated that PM Modi looked forward to working closely with Wickremesinghe for the “mutual benefit of people and strengthening the age-old, close and friendly relations between #India and #SriLanka”.

3 Cricketer back to India after Covid positive Common wealth games
Another member of the Indian women’s cricket team has tested positive for COVID-19 and has stayed back in the country ahead of the side’s opener against Australia in the Commonwealth Games here on Friday.
The India squad left on Sunday morning for Birmingham without the two players.
BCCI president Sourav Ganguly had earlier confirmed that one member of the touring party tested positive. The squad trained at the National Cricket Academy (NCA) ahead of the Games.
Women’s cricket is making its debut at the Commonwealth Games.
‘A second player has tested positive for COVID-19 and it happened before departure. Both the players remain in India,’ an Indian Olympic Association official told PTI.
A BCCI source added: ‘As per protocol, both players can only join the team once they test negative.’ Considering the situation, the two players are unlikely to feature in the opener against Australia. The second game is against arch-rivals Pakistan on July 31 and final league match against Barbados on August 3.
All games, including the final, will be played at the Edgbaston.
The organisers have said that tickets for the semifinals and final are already sold out.

4 Russia may quit International space station after 2024.
Russia on Tuesday said that it will quit International Space Station (ISS) ‘after 2024’, AFP quoted a Roscosmos official as saying.
According to reports, Moscow may take this move over sanctions levied on the country amid Ukraine war.
Meanwhile, in another development, European Union governments agreed Tuesday to ration natural gas this winter to protect themselves against any further supply cuts by Russia as Moscow pursues its invasion of Ukraine.
EU energy ministers approved a draft European law meant to lower demand for gas by 15 per cent from August through March.
The new legislation entails voluntary national steps to reduce gas consumption and, if they yield insufficient savings, a trigger for mandatory moves in the 27-member bloc.
European Commission President Ursula von der Leyen welcomed the move, saying in a statement that ‘the EU has taken a decisive step to face down the threat of a full gas disruption by (Russian President Vladimir) Putin.’
On Monday, Russian energy giant Gazprom said it would limit supplies to the EU through the Nord Stream 1 pipeline to 20 per cent of capacity, heightening concerns that Putin will use gas trade to challenge the bloc’s opposition to the war in Ukraine.
‘The winter is coming and we don’t know how cold it will be,’ said Czech Industry Minister Jozef Sikela, whose policy portfolio includes energy.
‘But what we know for sure is that Putin will continue to play his dirty games in misusing and blackmailing by gas supplies.’ The ministerial agreement was sealed in less than a week.

India on Tuesday criticised China and Pakistan for their efforts to encourage third countries to join projects relating to the China-Pakistan Economic Corridor (CPEC) — a multi-billion dollar connectivity corridor — that passes through Pakistan-occupied Kashmir.
China and Pakistan are making efforts to extend the CPEC to Afghanistan.
The Ministry of External Affairs’ official spokesperson Arindam Bagchi said such activities under the CPEC are ‘inherently illegal, illegitimate and unacceptable’, and will be treated accordingly by India.

6 Smart E beat launhed in Gurgaon to improve visibility of policy
Haryana Chief Minister Manohar Lal Khattar Monday launched the ‘smart e-beat’ system, an app-based system which will monitor if police personnel have visited the beat points or not, and flagged off 119 motorcycle riders of the Gurgaon Police.
The initiative is aimed at increasing police visibility, enhancing police-public interaction and helping in monitoring history-sheeters and criminals, and improving police response time.
Khattar said, ‘Till now, policemen on the beat marked their attendance manually and there was no system of monitoring. But, with this software and e-beat system, we can monitor through an app-based system whether police personnel have visited beat points or not. This system will be integrated with the emergency response support (ERV) system in the future, so that apart from ERV, the riders can reach for help on the call received on phone number ‘112’. Along the lines of Ambucycles in Israel, these riders would also be provided training in first-aid to help people.’

7 Neeraj chopra injured might be missed Common wealth games
India’s ace javelin thrower and Tokyo Olympics gold medal winner Neeraj Chopra will miss the Commonwealth Games 2022 being held in Birmingham.
It is being reported that Neeraj is missing out on the quadrennial event because of a thigh injury that he sustained during World Athletics Championships 2022.
“He (Neeraj Chopra) is not fit as he got injured in the finals of World Athletics Championships. He informed us about this,” Rajeev Mehta, IOA Secretary General, told ANI confirming the omission of India’s star athlete from CWG 2022.
Neeraj Chopra was the current defending champion of the Commonwealth Games javelin throw event. He had won the gold in the 2018 Gold Coast Commonwealth Games.
The report comes just days ahead of the CWG 2022, and after Neeraj bagged a silver medal in the men’s Javelin throw event of the World Athletics Championship 2022 at Eugene, Oregon.
In his fourth attempt, the Indian javelin thrower managed to record a throw of 88.13m to become the only second Indian athlete to win a medal at World Athletics Championships. After the win, Chopra revealed that he felt some tightness on his thigh after his medal-winning fourth throw.
